It is always difficult to know how to deal with a neighbour that for one reason or another is bothering you. In the case of this neighbour, he had clearly been asked by his wife to write a letter to rectify an uncomfortable situation after repeatedly being ‘flashed’ by the lady over the road.
I am not sure if there was any kind of innuendo implied by the last line on the letter.
